 Island transportation policy has long been fragmented, often dismissed as a geographic or logistical challenge. A central


 The Island Development Promotion Act already establishes the Island Development Deliberation Committee and the Working
 Committee for Island Development. These bodies could be empowered to serve as the control tower, or a new Island
 Transportation Subcommittee could be created under their authority.

 local governments should develop and implement plans tailored to their region’s unique needs.

 Some municipalities have begun discussing the devolution of maritime transport licensing to local authorities. Just as local
 governments already oversee land-based public transit systems like buses and taxis, they could also assume responsibility for
 ferry and boat licenses.
 However, transferring these responsibilities must come with adequate financial support. Without additional funding, such
 decentralization could overburden local governments, which already operate on limited budgets. Any handover of licensing

 Vol.  In February 2023, the Ministry of Oceans and Fisheries announced a public call for proposals for its
 Underserved Island Route Support Program. The initiative aims to establish maritime transportation
 systems for remote islands that are not currently serviced by passenger or ferry routes.
 Through this program, the Ministry invited applications from both metropolitan and local governments
 seeking to operate vessel routes to these isolated islands.
 As a result, ten locations were recently selected as target areas for support.
